Eastern Carolina Human Services Agency programs.

Eastern Carolina Human Services, also known as the Community Action Agency, provides assistance to residents of Duplin and Onslow Counties. Most of the aid offered by the organization is meant to help low-income clients become more independent. There may be some government grants available for needs such as paying rent or utility bill assistance. However, the goal is to keep the participant stable.

Self-sufficiency is the ability to support oneself without needing help from others. This happens because, gradually, the client becomes less dependent on government help, financial assistance from social services, or other income support.

The ECHSA’s Family Self-Sufficiency Program, or FSS, is a program that helps families in Duplin County and nearby towns to become more self-sufficient. The program is funded by the US Department of Housing and Urban Development. The services offered by this organization are designed to help families become economically self-sufficient.

This concept was created to fix the issues with the revolving-door social services, where single situations are only addressed temporarily. The problem persists because the larger issues (such as lack of stable employment) are not resolved.

Eastern Carolina Human Services and its case managers work to help people who are struggling with poverty and/or homelessness. They help families and individuals become independent from government programs. Leading to improved family incomes can help people take greater responsibility for themselves and eventually move out of poverty.

The goal of both ECHSA and HUD is for participants to not only move out of government subsidized housing, but also to save money for things like a car, education, or a down payment on a home. The goal is to help the household become self-sufficient by creating a plan of action with the help of a case manager. This plan will include linking the household with appropriate programs and support services.
