The lender also needs to agree to lower the total mortgage value to the current appraised value of the home. In order to receive help from the program, homeowners must participate in agency approved household budget counseling sessions. These sessions provide skills in budgeting, debt counseling, and more. This program is not well-funded, as it is only allotted $25 million from the Long Term Obligation and Capital Expenditure Fund.
